A caddie carries a golf player's bag, gives helpful advice and moral support. A good caddy is aware of the challenges and obstacles of the golf course being played, along with the best strategy to adopt when playing it. This is also what the CADDIES Project is about: to provide support. The core objective of the three Central Baltic Partners is to find out: How to motivate the different residential groups to participate and, in a sustainable way, take responsibility for their own building/block/neighbourhood? All Partners are actively involved in neighbourhood developments in the cities of Norrköping, Helsinki and Riga.

The overall aim of the Project is to test and develop methods which will empower and enable different residential groups to take charge of the development of their own environment. CADDIES will assist in creating models which will cover local vision and strategy aimed at strengthening local resources in the neighbourhood. This is achieved through the creation of local communication platforms and the development of processes which will enhance the opportunities for local residents to be updated on their own environment.
